This Council notes
• The devastating impact that the Home Office’s proposals has on international students, by severely restricting them (Change in visa rules on international students). Newcastle, as a city, economy and society is enriched immeasurably by the presence of its international population.
• From April 2012 those graduating from a UK university with a recognised degree, PGCE, or PGDE will be able to switch into Tier 2 provided you are in the UK and have a job offer. They must be paid a minimum salary as specified under the Tier 2 rules and apply to switch before their student visa expires. The employer will not need to apply the Resident Labour Market Test to the job (change for employers).
• It is estimated that in total international students contribute a total of £12.5bn to the UK economy annually (so are international student’s only customers or consumers?)
Council believes
• That these proposals will stop students from coming to our University, will place many in financial difficulties, and will prevent international students from coming to Northumbria University for education.
• Treating international students as merely consumers would undermine the University experience.
• Many countries has a different pattern of education and what the companies out there do not look for a degree from UK but the work experience which they have gained here .
• International students who take post-study work visas contribute significantly to the UK economy, not only financially, but also ensuring its advancement and international outlook.
• Post-study work visas also act as incentive for students to choose the UK for their studies, and help UK HE to attract the brightest and the best from across the globe.
This Union resolves
• To hold a campaign to create awareness among students and employers regarding the changes and show Northumbria student unions dissatisfaction to the changes.
• That the Sabbatical Officers should take a stance indicating that international students are also not only customers/consumers as an act of equality. (Motion: We aren’t that simple! (NO to Consumerism).
• To mandate the Executive Management Committee, specifically the
(a) Vice President Academic Affairs and the Vice President Welfare & Equality, to respond to the consultation, to work with bodies opposing these measures, and to lobby to effect changes with regard to these proposals.
(b) Vice President Activities & Development, to plan and develop a campaign (before the term restarts) to create awareness among the students as well as the employers that how will they be affected by the change in rules, so that we can act in January and try hold a NSU international week with this campaign as the main objective in which most of countries should get an opportunity to show cast their talent, culture, tradition since we do not have a welcome week in next term.
(c) Vice President Communications & Involvement, to get in touch with the local & national newspapers , news channels , radio ,internet sites, Newcastle university students union and other sources of media to spread the campaign outside the university campuses so that even employers and other people and students can be informed about the campaign .
(d)President NSU, to take the matter to the University authorities (Vice chancellor), Northumbria international to take a public stand regarding this matter. Ask the IT authorities and My NSU website developers to include a page and link and update it regularly in order to inform the students regarding the changes and any further changes about the visa rules.
• The Careers Service and International office should inform the employers about the change in rules (that employer will not need to apply the Resident Labour Market Test to the job and any other if applicable) and any other changes.
